1. Programme Assistant
(to assist in the roll out of the harmonized approach to cash transfer - HACT)

Contract Duration: 1 July 2007 ~ 31 December 2007 (6 Months)
<>Under the general supervision of the Senior Programme Coordinator, performs a variety of information collecting, monitoring, technical and administrative services in support of the roll out of the new Harmonized approach to cash transfer to implementing partners. This includes :
* Collects, registers and maintains information on project activities and the implementation partners e.g. update the list of UNICEF partners by Programme including address and estimated yearly amount received and/or foreseen)
* Conducts field visits to participate to the assessment of the identified Implementing Partner’s financial management capacity
* Contributes to the preparation of the assessment reports by providing information, preparing tables and drafting the reports.
* Contribute to the preparation of the training plan for UNICEF staff and the partners and facilitate the training as per the training plan established
* Prepares background material for use in discussions and briefing sessions
* Maintains, processes and analyses information on subject matters and acts as the secretary for all issues related to the harmonized cash transfer procedure
* May be required to carry out specific administrative operational/control tasks for project/programme activities. This may include field visits to project sites.
* Performs other duties as required
Qualifications:
<>* University degree in Finance or related field, supplemented by technical or university courses in accounting, financial/budget management or auditing.
* 6 (six) years of progressively responsible clerical or administrative work, of which at least one year was closely related to support of programme activities.
* Work experience with the Government accounting system an advantage;
* Excellent written and oral communications skills in English and in Bahasa Indonesia.

* Good communication skill in English and Bahasa
* Ability to work in a team
* Computer literate in Power point, excel and words
<>2.Finance Consultant
(to Conduct an Assessment of the Implementing Partner’s Financial Management Capacity)
Duty Station – Jakarta
Special Service Agreements, NOB
Contract Duration: 1 July 2007 ~ 31 December 2007 (6 Months)
The position will be based in Jakarta with frequent travel to provincial and districts levels within the country. The consultant will be responsible to :
<>* Prepare the necessary database to conduct the assessment of the implementing partners working with UNICEF and update the list of UNICEF partners to be assessed including address and estimated yearly amount received and/or foreseen.
* Conduct an in depth assessment of the designated Implementing Partner’s financial management capacity and review funds flow, staffing, accounting policies and procedures, internal audit, external audit, reporting and monitoring and information systems in accordance and guidance of the booklet “Framework for Cash transfers to Implementing Partners” and other UNICEF instructions.
* Prepare the assessment reports and any other documents deemed necessary for the monitoring of the financial capacity of the partners
* Propose appropriate procedure for the provision of cash transfer to address the findings and risks management
* Based on the findings of the micro assessment, propose the assurance activities to monitor implementing partners’ internal controls to cash transfer (eg frequency and coverage of the assurance activities)
* Develop a training package for the partners receiving up to $50,000 and for UNICEF Staff including the training module, training plan and provide the necessary training to staff and the partners as per the training plan
* Assist in the update of the roll out of new cash modality and advise staff on the procedure as indicated by the financial instruction and other UNICEF guidelines
<>* Be the focal point for all issues related to the assessment of the partners and procedure of the new cash modality
Qualifications:
* A Master degree in a finance or related field;
* At least 5 years work experience focused on auditing, accounting and financial/budget management.
* Work experience with the Government accounting system an advantage;
* Excellent written and oral communications skills in English and in Bahasa Indonesia.
* Good analytical and conceptual thinking,
* Good communication skill in English and Bahasa
* Ability to built team work
* Good presentation skill mainly on power point
